Anything without an offset is written into this queue as a claim, and the window expiry date is stamped on it the moment it is detected, not the moment someone opens it. The alert rule "Reimbursement window expiring" watches that date and escalates at 10 days to the recovery owner and the brand lead, which is why a claim should never reach the expired column without a decision behind it.
